1. Cooling-Off Period
Consumers (natural persons not acting in a professional capacity) have the right to withdraw from a distance contract within 14 calendar days of conclusion without giving any reason, pursuant to Article 26.1 of the Russian Law on Consumer Protection and, where applicable, Article 9 of EU Directive 2011/83/EU. Where you have requested and received access to digital content (including platform access) during the cooling-off period and explicitly consented to early performance, you waive the right of withdrawal in respect of that content. You may still withdraw in respect of any unused elements of the service.
2. Membership Fee Refunds
After the cooling-off period:
- (a) If IEC terminates your membership for reasons other than a breach of Terms by you, a pro-rata refund of the unused portion of your annual fee will be issued, calculated on a daily basis from the date of termination.
- (b) If you terminate your membership voluntarily, no refund is provided for the remaining period of the current annual term.
- (c) If membership is terminated by IEC due to your breach of Terms or for cause, no refund is payable.
- (d) If the platform is unavailable for a continuous period exceeding 72 hours in any calendar month due to IEC's fault, a credit equal to the pro-rata fee for the outage period will be applied to your account.
3. Event Ticket Refunds
Event tickets are refundable as follows:
- (a) Cancellation more than 30 days before the event: full refund less a 10% administrative fee
(b) Cancellation 15–30 days before the event: 50% refund
(c) Cancellation within 14 days of the event: no refund, but the ticket may be transferred to another verified IEC member free of charge with 48 hours' advance notice to events@internationalenergyclub.org
(d) If IEC cancels an event: full refund of the ticket price within 10 business days. Refunds are credited to the original payment method.
4. Data API and Add-On Services
Prepaid Data API credits and data subscription add-ons are non-refundable once consumption has commenced. Where a Data API product is materially different from its description, or where access is unavailable for more than 48 hours due to IEC's fault, a pro-rata refund or credit will be considered upon written request to billing@internationalenergyclub.org.
5. How to Request a Refund
Submit refund requests to billing@internationalenergyclub.org with: your full name, account email, subscription ID, reason for refund, and supporting documentation where applicable. We will acknowledge receipt within 2 business days and resolve the request within 10 business days. Approved refunds are processed within 5 business days of approval. For Russian residents, the dispute escalation mechanism available under the RF Consumer Protection Law (submission to Rospotrebnadzor) remains available for unresolved consumer complaints.
